The REDCs perform a critical role in the review of Consolidated Funding Applications (CFA), Downtown Revitalization Initiative (DRI), and NY Forward Initiative (NYF), as well as actively participate in various other programs and initiatives that are essential to the success of each of the regions. The CFA programs generally fall under 3 categories:
EMPIRE STATE DEVELOPMENT (ESD) BUSINESS, PLACEMAKING AND WORKFORCE DEVELOPMENT PROGRAMS
ESD programs and initiatives provide grant funding, tax incentives, capital access resources, and technical assistance to businesses for projects involving infrastructure improvements, strategic community investments, tourism, innovation and growth, expansion, modernization, job retention and creation, and reduction or elimination of underemployment and unemployment. The REDCs collaborate with local educational institutions, industry associations, and workforce development organizations to align the skills of the workforce with the needs of businesses.
COMMUNITY DEVELOPMENT AND LOCAL GOVERNMENT ASSISTANCE
NYS programs and initiatives offered through the REDC initiative provide grant funding for infrastructure improvements, affordable housing initiatives, intermunicipal projects, private water and wastewater systems, downtown revitalization efforts, arts/cultural or recreational organizations or facilities, and planning studies. Additionally, some programs offer technical assistance to local governments.
ENERGY EFFICIENCY AND ENVIRONMENTAL IMPROVEMENTS
NYS programs and initiatives offered through the REDC provide grant funding to projects that support water treatment improvements, stormwater retrofits, streambank and shoreline stabilization, energy efficiency improvements, water planning grants, environmental remediation, low-cost power, renewable energy, carbon neutrality, sustainable practices, and more. Several programs also provide technical assistance and guidance to help stakeholders navigate the planning, implementation, and financing process of these projects.
