In order to expand sponsored activities at Higley Flow State Park, the Friends of Higley Flow State Park, Inc., in cooperation with local elementary and high schools, Clarkson University, SUNY Potsdam, and St. Lawrence University and the NYS Office of Parks, Recreation and Historic Preservation Thousand Islands Region plans on building Higley Trails Lodge, an all-season, multi-purpose facility with rest rooms, heat, shelter, classroom and display areas with access for those with disabilities. Higley Flow is the most used winter park in upstate New York. The Friends maintain 12 miles of groomed cross country trails as well as 3 miles of back country trails which are open to the public at no charge. Local university Nordic teams train daily at the Park. The Lodge will increase winter use of the Park with its new restroom facilities and warming area. In addition, the Lodge will offer year round space for historical, cultural and environmental displays in a space conducive to learning. The Lodge will provide the opportunity for more educational programs to educate campers in becoming better stewards of the Park and open lands.
